Vice President Joseph R. Biden is mentally unstable, and it’s time for Republicans to point it out. For years, Mr. Biden has been making outrageous comments that reveal not only his low intelligence, but also a dangerous detachment from reality. Yet the liberal media refuse to hold him accountable. Instead, their rationalization boils down to one excuse: Joe will be Joe. He may make bizarre, even ludicrous, statements, but the press corps believes Mr. Biden is on the side of the angels. His heart is in the right place. He is a trendy progressive. In their view, this is all that matters.

Compared with his vice president, President Obama comes across as an American Winston Churchill. Mr. Biden’s list of gaffes is almost legendary. He told Missouri State Sen. Chuck Graham, who is confined to a wheelchair, “to stand up and let ‘em see you.” He claimed that “the No. 1 job facing the middle class, and it happens to be, as Barack says, a three-letter word: jobs. J-O-B-S, jobs.” He is obviously obtuse and out of his depth. He has no business being a heartbeat away from the presidency — and with it his finger on the nuclear button. During the 2008 campaign, liberals consistently argued that Sarah Palin was “too stupid” to be vice president. The opposite was true: Mr. Biden never should have been selected. That pick presaged — or it should have — the disastrous nature of Mr. Obama’s presidency.

Mr. Biden, however, is not simply fodder for late-night comedians. He is willing to play the race card, especially against presumptive Republican rivals, former Massachusetts Gov. Mitt Romney and Rep. Paul Ryan. Mr. Biden recently told a racially mixed audience that electing a Romney-Ryan ticket would be a disaster. “They’re gonna put y’all back in chains,” he thundered. Leave aside his ridiculous attempt to imitate a Southern accent. His implication was clear: Republicans secretly long to restore slavery. It was despicable race-baiting and fearmongering, a blatant attempt to whip up racial hysteria in order to galvanize black turnout for the election. It is the strategy of divide and conquer, Balkanize America in order to perpetuate liberal rule.

Mr. Biden is a political thug. It is time that Republicans wage a frontal counterattack. Does he truly believe that the GOP — the party of Abraham Lincoln that liberated the slaves — wants to enslave blacks? If he does, then he is a madman, a left-wing kook, who should resign immediately. If he doesn’t, then he is a shameless smear merchant who will say and do anything — including tearing the bonds of racial unity — to help Mr. Obama win re-election. Either way, he embodies the increasingly deranged nature of the modern Democratic Party.

Instead, the national media and many Republicans are obsessed with Rep. Todd W. Akin, the Republican nominee for the U.S. Senate race in Missouri. Mr. Akin’s comments in a radio interview about “legitimate rape” and how a woman’s body can “shut down” as she is being raped to prevent conception were silly, stupid and false. Yet he has apologized and clarified his position. He believes that the unborn baby — who is innocent — should not be punished because of the rapist’s heinous actions. Still, the political and media class are demanding that Mr. Akin step down.

Yet they are not calling for Mr. Biden to resign. Moreover, unlike Mr. Akin, the vice president has not apologized for his “chains” remark — or many of his other outlandish statements. The double standards and hypocrisy are egregious. In our politics, the narrative is always the same: Only Republicans, not Democrats, are “extremists.”

The record, however, tells a different story. Mr. Biden — and his boss, Mr. Obama — are infinitely more radical than Mr. Akin or other Republican conservatives. The Obama administration has implemented numerous extremist policies: Waging an illegal and unconstitutional war in Libya; ordering drone strikes in Pakistan that have killed innocent civilians; maintaining an assassination list that enables the president to kill any designated “terrorist” he wants; openly supporting anti-American Muslim fundamentalist groups such as the Muslim Brotherhood; granting amnesty to nearly 1 million illegal aliens; amassing trillions of dollars in debt, effectively bankrupting this country; implementing Obamacare, a deeply unpopular and financially unsustainable multitrillion-dollar entitlement; suing states to prevent them from protecting the borders against uncontrolled immigration; enabling acknowledged homosexuals to serve in the military, fatally undermining its morale, cohesion and effectiveness; imposing a contraceptive mandate that compels religious organizations to violate their fundamental conscience rights; and encoding the federal funding of abortion, forcing taxpayers to subsidize infanticide.

In short, the Obama Democrats have slowly transformed America. Every step of the way, Mr. Biden has aided and abetted the destruction of our constitutional republic. There are dangerous radicals in our midst. But it isn’t Mr. Akin or the so-called “Christian right.” Rather, it’s the two men occupying the White House and their cohorts.
